Thus far, Spot has been rescued.
Woman suspected in theft of two therapy dogs arrested by Richmond police.

A woman has been arrested on suspicion of stealing two dogs, used in the therapy of two disabled veterans. Richmond Police says that Tess Fisher was arrested this week when she went to turn \"Spot" the dog in to Animal Control.

Police say 20-year-old Tess Fisher and 19-year-old Rachel Steinman are wanted for grand larceny and obstruction of justice.

The two dogs, one a black and tan Chihuahua named "Fatty" and a black-and-white colored Jack Russell terrier named "Spot" were abducted from the Hilltop Promises center on East Broad Street last week.

"Fatty" was recovered on Monday.

Police have stated that if Spot was returned quickly, no charges would be pressed, but if his return took too long, they would consider pressing stolen property charges.
