Richmond Police says that Tess Fisher was arrested this week when she went to turn \"Spot" the dog in to Animal Control. Police say 20-year-old Tess Fisher and 19-year-old Rachel Steinman are wanted for grand larceny and obstruction of justice. The two dogs, one a black and tan Chihuahua named "Fatty" and a black-and-white colored Jack Russell terrier named "Spot" were abducted from the Hilltop Promises center on East Broad Street last week. "Fatty" was recovered on Monday.
